What you have to do:

1) Decide what kind of style you want to learn how to draw. If you are new to the whole drawing thing, I suggest you start with simple cartoons. You can't expect to learn how to draw complex anime style characters without a solid foundation in the simple fundamentals (but you can try if you are stubborn.)

2) Go to your local Barnes and/or Noble.

3) Find the "How To" drawing section. There should be many, many books with many, many different styles for you to choose from. Pick one that tickles your fancy. If you don't have a fancy to tickle, just pick one that you like.

4) Practice! This is the step that can make or break you. Drawing well is a skill that takes a LOT of time to develope. I have been drawing since the first grade and I STILL suck (I am 27 years old.)

Good luck, and Jah bless!

If it's pixel-art you're wanting to improve, I strongly recommend checking out the tutorials in this LINK.

I found that for pixilation, a great technique is to get some small-ruled graph paper. Figure out how large of a sprite you are trying to make and draw a box that fits those proportions. Then, in that box, do a free-hand drawing of whatever it is you are trying to pixilate. Don't worry about the graph yet. Just draw what you are trying to convey. Once you are happy with your drawing, start filling in the squares of the graph where ever your lines go through them. You may have to do some trial and error here until you get something you are happy with. That will give you your basic outline for your sprite. Now you just have to color it in Custom. Again, trial and error will have to be employed but at least now you will have a basic outline to go by. Sometimes a blank canvas is just too damn intimidating.
