when a spell is casted, then linked to another attack that has a delay, typically, a character would be disabled for that delay until the spell is casted.

I would like a bitset that removes that. As soon as the player selects the spell to be casted, the character's ATB meter would start to move again even while the spell is cast.

This be useful for temporarily buffing stats. When a stat-increasing spell is cast in battle, it would last for the whole battle unless a spell negates the effects. But by having this sort of bitset, you can link the stat-increasing spell to a nullifying attack with a set delay, thus making the stat-increase merely temporary, and also making sure your character isn't holding the spell until it wears off.
