First off, is there any limit to how many events you can have initiate off of one tag. I don't believe so but I don't want to get started on this next section yet if there is. Second, are there any important limitations on tags that I should know about?

There are virtually infinite tags, and no limits to what it can initiate. Disregard if a more educated member posts.

There are 1000 tags that you can use. There are 1000 more that are used for one-time-use NPCs, but those are "special".

Yes, there's 1000 tags (hardly infinite). You can then set whatever conditionals to use those tags that you want.

What is so special about the 'one-time' NPC tags? Can they still be checked with plotscripting commands (and affected by them)? If not, then I think that they should be able to be.

They can indeed. The only real difference is the fact that custom reserves those for one time use npcs and keeps track of how many you've used. In a plotscript, all the tags are treated the same, and can be accessed/altered in the same ways.
