The text is hard to read, I would suggest using ANY program besides paint. The highlights have no sense of direction. Remember, they're there because they reflect light, so you can't just stick one in the middle of each clump with no reguards to the direction they're facing.
Other than that...I dunno. Looks like every other generic winking anime picture I've seen, so there's not much to comment on.
